     Elpidio Quirino, the sixth President of the Philippines, remains an enduring figure in the nation’s history for his steadfast dedication to  post-war recovery and his vision for a more united and prosperous country. The late President was born on November 16, 1890, in Vigan, Ilocos Sur, Quirino rose from humble beginnings to become a statesman whose policies continue to influence Philippine governance.    Quirino was the son of a jail warden and a schoolteacher, and his modest upbringing instilled in him the values of perseverance and hard work. He pursued his education at the University of the Philippines, where he earned a law degree in 1915.
